Of course, the government and the "news" media claim that it is to find out about terrorist plots, but that doesn't explain its widespread use.  If you want to know the real reason and why government agents can now get away with it, see this article.

Bush torture me and my husband because he needs the world war three musics and push Americans to go to war and die for him. Bush torture another people and waterboarding them to agree with that they are terriosts for "911", because he want to lie Americans that "911" was not his brother did. Put Bush in jail.
